I think the answer has to do with cookies. At many sites, when you shop, a little file called a cookie is stored on your computer that keeps track of what's in your cart. When you sign back in from the same computer with the same id, the site is looks for the cookie on your computer. If it finds the cookie file, it reloads your items into your cart. If you sign in from a different computer, no cookie is found, so nothing can be loaded into your cart. In actual practice, it's a bit more complex than that and cookies store a lot more than just shopping cart data, but that's the gist of it.
